Why Do I Need a Special Permit for Upper Mustang?

Upper Mustang remained enclosed, secluded from the rest of the world until 1992. It was untamed by modernization, preserving its archaic structures and monuments. Since the region was open to foreign tourists, the Nepal Government has made special permits for the Upper Mustang compulsory.

Upper Mustang Trek permits help the local and national governments regulate and manage tourists effectively. This ensures minimal impact on the natural balance between local communities and the ecosystem and preserves the region’s unique Tibetan-influenced culture.

Step-By-Step Process to Obtain an Upper Mustang Trekking Permit

As mentioned previously, the Upper Mustang region is a restricted zone, so solo trekking is not allowed. You must be assisted by a licensed guide and require a registered trekking agency to obtain an Upper Mustang Trek permit.

Here’s a step-by-step process to obtain an trekking permit:

  • Only a government-registered trekking agencies can apply for permits. So, first, you need to book trek with them.
  • Then, you need to submit a scanned copy of your passport (you need to have a minimum of 6 months of Nepal visa time), recently taken passport-sized photos and travel insurance.
  • Once all documents are received, your travel agency will apply for a Restricted Area Permit and Annapurna Conservation Area Project Permit (ACAP permit).
  • Finally, once the permit is issued, your trekking agency will collect the permit from the Department of Immigration in Kathmandu.

Note: This process usually can take a few hours to a few days. So, we advise you to book your trek in advance so there is no rush at the last minute.

Upper Mustang Permit Cost and Requirements

To traverse around Upper Mustang, trekkers need to obtain 2 permits: a Restricted Area Permit (RAP) and an Annapurna Conservation Area Project Permit (ACAP permit).

The Restricted Area Permit (RAP) costs $500 per person for the first 10 days and $50 for each day thereafter. Whereas, for SAARC Nationals, it costs $50 for the first 10 days and $5 per day per person.

Likewise, ACAP costs NPR 3000 (around $23) for foreigners and NPR 1000 (around $8) for SAARC citizens.

Note: Nepalese do not require any permits.

The Trek Permit Rules and Restrictions

Trekkers are bound to some rules and restrictions regarding the Upper Mustang Trek permit. If you disobey any regulation, there might be some fine or punishment.

Here are some quick reviews of the trek permit rules and regulations that you should follow:

  • Only registered trekking agencies can apply for permits.
  • Solo trekking is strictly prohibited, so hiring a licensed guide is mandatory.
  • No re-entry allowed—leaving Upper Mustang requires a new permit.
  • Permit fees are non-refundable and valid only for a single entry and a specified time period.
  • Foreign vehicles (motorbikes, bicycles) are banned without special permission.
  • Travellers must follow designated routes and cannot stay in local monasteries.
  • Permit fees may be updated yearly—check with the Department of Immigration or your agency for the latest rates.

Note: As of a recent update in the rules and regulations of 2024, foreign tourists are only allowed to trek up to Nechung Village in Upper Mustang, implemented by the local Upper Mustang Rural Municipality. Nechung Village is about 2 km drive from Lo Manthang.

Can You Trek Upper Mustang Without a Permit?

No, trekkers are not allowed to trek the Upper Mustang without a permit. In fact, it is illegal to trek without a permit. If you are found trekking without a permit, you will be fined or might even be deported.

In addition, you might be prohibited from exiting or re-entering the prohibited region or country.

So, we suggest you print your permits and carry copies. Also, keep digital copies on your mobile phones.

Does an Indian Need a Permit for Upper Mustang Trek?

Yes, Indian citizens also require a permit for the Upper Mustang Trekking. However, it is cheaper compared to foreign citizens.

Checkpoints on Upper Mustang Trek

There are several checkpoints on trek where the permits will be checked. There are checkpoints in villages like Ghasa, Kalapani, Jomsom, Kagbeni, Charang, and Lo Manthang.

Your permits are checked at these checkpoints and registered in their system. This helps to track trekkers, making rescues quick.
